The PPACA is know as the Patient Protection and Affordable Care Act. The act was passed by the 111th Congress and signed by the President Barack Obama in March 2010. The main reason for the PPACA is to reduce health care cost and to make health care less expensive. The positive side of the Patient Protection and Affordable Care Act provides Health insurance for millions of people in America. It has allowed an increase of benefits that millions did not have before. These benefits are the most essential benefits such as pre-existing conditions is not longer as negative, people are required to see their primary care provider before going to the emergency room for non-emergency care, mental health, drug additions and substance abuse and other chronic illnesses are being allowed for a better coverage (Rosenbaum, 2011)..

Even though good healthcare is beneficial to all Americans there is real and negative economic ramifications for all taxpaying individuals. The decrease in cost was not for everyone, because those who do not qualify for subsides find health care insurance expensive.

One of the major negatives is the cost of insurance for those who still cannot afford the Affordable Health Care plans and they made the choice to be penalized. First off, the Affordable Care Act was presented as a means of establishing a balance in the area of insurance. It was trying to create “fair rules and transparency to help create a more level playing field between consumers and insurers” (Centers for Medicare & Medicaid Services, n.d.-a, para.1). One of the more obvious positives stemmed from its intended purpose of providing insurance coverage for more Americans. But there was so much more to the legislation than just offering insurance coverage. Some of the other provisions they were offering were to expand the Medicaid coverage for those below and at the poverty line (Silvers, 2013). Coupled with radically changing how medical decisions were being made (Silvers, 2013).

The ACA provides certain protections under the new law examples include the biggest one that it forces insurance plans to continue to provide coverage for those that have pre-existing health conditions without drastically increasing their premiums (CMS, n.d.-b). Another positive benefit was the provision of young people to remain on their parent’s insurance plans until the age of 26 (CMS, n.d.-b). It also made it illegal for the health insurance companies to cancel your insurance coverage in the event you got really sick (CMS, n.d.-b). Lastly, a huge positive in my opinion is that of free preventative care and promoting its necessity and full coverage from insurers (CMS, n.d.-b). How else can we keep a population healthy if at bare minimum preventative care is not encouraged and covered?

The issue now is that there are more people technically who are insured but they are still very underinsured. Also, the cost of insurance with its premiums are still very high and many people cannot afford it. This is furthermore exacerbated by the fines that are issued for those that have no insurance coverage. According to recent research despite the ACA’s presence the amount of people who remain uninsured is actually rising and they all cite the main reason being that the cost of the government-issued insurance remains very high (Tolbert, Orgera, Singer & Damico, 2019). As of 2018, “45% of uninsured adults said that they remained uninsured because the cost of the coverage was too high” (Tolbert et al., 2019, para.4). For many that are able to get their insurance from their employer, their premiums tend to be much lower. Those that are not employed or do not qualify for insurance through their employment are found pigeonholed. Because they do not have access to insurance through their employer, and they are not eligible for financial assistance for coverage (Tolbert et al., 2019). They are then forced to use the ACA issued insurance and pay the high-cost premiums.

I had a friend who was no longer covered under insurance by her parents and was forced to get her own. She attempted to get the insurance the U-Care market of MN with the new ACA supported insurance plans. She was telling me how ridiculously high the premiums were, citing about $500 per month for the off chance that she may need it if she gets sick. As a result, she chose not to, and it was cheaper for her just to pay the annual fine for not having the insurance than it was to cover the premiums.

A positive and a negative from the ACA legislation is that it gave more power to the states and allowed them to choose how far and where they would be compliant. As CMS explained it “empowers states by putting them in the driver’s seat in implementing many of these new consumer protections” (CMS, n.d.-a, para.1). It is essentially a double-edged sword because of the power being given to the states regarding coverage and allowances of the ACA. There is great variability from state to state with some people enjoying more benefits than others simply due to location.

Overall, the entire premise of the ACA was to reform the current laws and stipulations of healthcare in this county. They wanted to make it more affordable so more people could obtain coverage. It was hoped that then it would become more accessible and attainable resulting in fewer people being uninsured (Silva, 2019). Other aspects about it were aimed at educating consumers and making the entire platform fairer to them (Silva, 2019). I think it has made some great headway and has improved many people’s lives. However, with many things in life, it is not perfect and has many other considerations that should be made and altered. In my estimate, universal healthcare would be the best option for all but until we view healthcare as a right and not as a privilege this is the best that we will be able to get.
