Submission
Submit your assignment and review full grading criteria on the Assignment 7.1: Public Service Announcement (PSA) page.
This week you will understand how mental health and substance abuse are interconnected, which will help you to identify vulnerable
and at-risk individuals. Prevention of mental health and substance abuse disorders and promotion of interventions to build healthy communities through policies and programs are key components to optimize public health.
You will be developing a Public Service Announcement poster to promote education of mental health or substance abuse. Keep it simple with a powerful message. Also, the third part of your mini-grant project is due at the end of the week, so be sure to review the provided presentation to better understand the details of what is required. I look forward to reading your final proposals.
Introduction
Mental health and substance abuse are interconnected, therefore, identifying vulnerable and at-risk individuals and populations through screening tools and implementation of effective health promotion strategies can help optimize public health.
Learning Outcomes
By the end of this lesson, you will be able to:
- Apply the Institute of Medicine (IOM) (now named the Health and Medicine Division (HDM) Prevention Framework to mental health and substance abuse disorders among vulnerable populations.
- Use epidemiological data to assess the burden of mental health and substance abuse disorders on the h health of the population.
- Examine cultural and stigma considerations involved in population-level interventions involving mental health disorders and substance abuse.
- Determine the budgetary and other resources needs for a community-based health promotion program.
- Develop a comprehensive evaluation and sustainability plan for a community-based health promotion program.
Before attempting to complete your learning activities for this week, review the following learning materials:
Learning Materials
Read the following in your Public / Community Health and Nursing Practice: Caring for Populations textbook:
- Chapter 10, “Mental Health” (pp. 239–252)
- Chapter 11, “Substance Use and the Health of Communities” (pp. 256–277)
Optional Resources:
- U.S. Department of Health and Human Services. (2014). Substance Use and Mental Disorders: Early Detection, Prevention and Treatment (PDF) (Links to an external site.).
- National Institute on Drug Abuse. (2020). National Institute on Drug Abuse (Links to an external site.)
- National Alliance on Mental Illness. (2020). National Alliance on Mental Illness (Links to an external site.).
- U.S. Department of Health and Human Services. (2020). Substance Abuse and Mental Health Services Administration (SAMHSA) (Links to an external site.)
These materials and resources will increase your knowledge of the burden of mental health and substance abuse on the health of the population and the stigma associated with these disorders. Additionally, these materials describe the prevention efforts and programs available at the individual, family, and community levels.
Discussion 6.1: Health Disparities and Culture
The public health sector has various mandates to ensure that the population’s health is at an acceptable standard. One of such goals of public health is to reduce health disparities (Federico et al., 2020). While health disparities have existed for years, recent advances suggests that good progress is on. The public health sector is striving to reduce health disparities by employing various interventions as public health programs to improve people’s lives. These initiatives usually target individually identified populations that have worse outcomes in terms of a specific health topic. The purpose of this discussion is to identify and choose an article from the Centers for Disease Control and Prevention and provide a brief overview of the article. Then describe the health disparity and the vulnerable population and discuss the social determinants that contributes to the health disparity. And finally, describe in brief, the prevention intervention for the targeted population and to suggest additional intervention that would specifically address cultural issues.
Article Overview
The selected article from the CDC-sponsored interventions is an article authored by Elizabeth Woods entitled “Community asthma initiative to improve health outcomes and reduce disparities among children with asthma” (Woods, 2016). This article explores a Children’s Hospital Community Asthma Initiative that offers case management for asthma. In addition, as part of the initiative, the program entails visiting children from economically challenged backgrounds in Boston in a bid to deal with the ethnic/racial health disparities concerning asthma outcomes among children. From the findings of this research, within twelve months, the initiative was able to lower the incidences of hospitalizations among the pediatric population with asthma by 79% (Woods, 2016). In addition, there was an observed decrease of 56% in emergency department visits among the asthmatic children in the community.
The Health Disparity and the Vulnerable Population
The health disparity addressed in the selected article is ethnic/racial disparity in the prevalence of asthma as a condition. The author points out that the prevalence of asthma among the pediatric population differs from one population to another (Woods, 2016). Health disparities are usually connected to the vulnerability of populations since vulnerable populations are more likely to be adversely impacted by various illnesses. The vulnerable population addressed in the article were Hispanic and black children who have been shown to get hospitalized with asthma complications at considerably higher rates than white children.
Social determinants to Health Contributing to the Disparity
Various social determinants cause the ethnic/racial disparity in the prevalence of asthma. They include enhanced stress levels caused by community violence, exposure to air pollution with secondhand smoke included, mold and pests, living in poor communities, environmental inequalities such as substandard housing, and low household income (Woods, 2016).
The Prevention Intervention for the Targeted Population
The prevention intervention strategy explored in the article is a tertiary intervention. The program targeted children who already had symptoms of asthma and had been diagnosed with the same (Kisling & Das, 2020). Various strategies such as education, connection to community resources, asthma specialists, and primary care to manage the symptoms of asthma among the target population (Woods, 2016). Culturally sensitive care is key in making interventions a success. Therefore, one intervention that I would specifically include to address these cultural issues is using translation services or bilingual educators from Hispanic and African ethnicity. This would ensure that the targeted population understands the management of the disease condition and embraces the intervention better.
Conclusion
In conclusion, health disparities still exist in various health topics among people living in the United States and other parts of the world. The article discussed in this write-up has addressed ethnic/racial disparity in the prevalence of asthma, as well as explored the various social determinants to health in relation to asthma in the targeted population.
